Standards of Excellence
The protocols of Quality Emergency Management (QEM) provide specific sets of standards that can be utilized to judge the level of an organization’s emergency preparedness and continuity plan.
These standards of excellence are derived from numerous scientific researches that employ both qualitative and quantitative data sources within a variety of organizational settings.
They provide a transparent set of measures that take into account both existing and potential emergency threats and translate them into specific ability quotients.
The result is a scientific gauge to evaluate the risks of an organization having its operation disrupted and its ability to mitigate these threats.
This ability scale also provides managers with the opportunity to focus on areas in their organizations that can be improved to further reduce disruptions in business continuity.
How Are Organizations Ranked?
The guiding principle in ranking corporate or public organizations is based on the concept of “disaster resilience”.
Seven levels of organizational disaster resilience – from minimum to maximum - are the results of a comprehensive analysis of an organization’s capability to deal with potential emergencies.
These rankings are based on the CEQMTM model that serves to establish an effective framework to identify gaps in emergency preparedness and then to develop solutions, to maintain the system, to audit, control and continually improve practices inherent in its development.

This protocol is based on utilizing Quality Emergency Management (QEM) principles that are designed to be a generic platform to assess and evaluate an organization’s competence in preparing for, acting upon and recovering from an emergency.
